Public Health England Reinforces Vaping Harm Reduction Stance


UK government health agency evidence review reiterates that vaping poses only “a small fraction” of the risks of smoking, and that UK data shows use of e-cigarettes among young people who have never smoked remains negligible

Amsterdam, Netherlands, February 6th 2018 – Fontem Ventures, owner of the blu e-vapour brand, welcomed the 2018 Public Health England e-cigarette evidence review published today.

The update is of a review, first published in 2015, covering e-cigarette use among young people and adults in the UK, public attitudes to vaping, the impact of vaping on quitting smoking, and the role of nicotine.

“The review’s core message is that vaping represents only a fraction of the health risk of smoking, and that there is no evidence to suggest that vaping is a gateway to smoking for young people,” said Andrew Gregson, Director, Corporate and Legal Affairs at Fontem Ventures “The overwhelming weight of scientific evidence supports vaping as a reduced harm alternative to smoking, and this update is a very useful reminder of that.”

The PHE report, based on a review of the latest scientific research on vaping, and recent surveys of UK public attitudes to vaping, stated that, “Vaping poses only a small fraction of the risks of smoking and switching completely from smoking to vaping conveys substantial health benefits.”

Other key findings include:

  • The evidence does not support the concern that e-cigarettes are a route into smoking among young people. Youth smoking rates in the UK continue to decline. Regular use is rare and is almost entirely confined to those who have smoked.
  • Vaping could be contributing to at least 20,000 successful new smoking quits per year and possibly many more;
  • E-cigarette use is associated with improved quit success rates over the last year, and an accelerated drop in smoking rates across the UK;
  • Many thousands of smokers in the UK incorrectly believe that vaping is as harmful as smoking; around 40% of smokers have not even tried an e-cigarette;
  • Less than 10% of adults in the UK understand that most of the harms to health from smoking are not caused by nicotine;
  • The use of e-cigarettes in the UK has plateaued over the last few years at just under 3 million consumers
